The European Union has fined Google 2.95 billion euros (approximately $3.45 billion) for abusing its dominant market position in advertising technology. As reported by Ars Technica on September 5, 2025, the EU remains unyielding in its actions against the tech giant, despite threats from the US. This is not the first hefty fine Google has had to pay in the EU, but it is the first that potentially triggers political tensions with the US government.
The penalty stems from a complaint filed by the European Publishers Council in 2021. The subsequent investigation by the European Commission found that Google had unlawfully favored its own ad services, particularly the Google Ad Exchange (AdX) platform, since at least 2014. This allowed Google to strengthen its market position in the European advertising market and charge higher fees, hindering fair competition. "The EU found that Google illegally favored its ad services, making AdX more important in the European ad space," writes Ryan Whitwam.
The $3.45 billion fine is enormous for most companies, yet Google recorded a net profit of over $28 billion on nearly $100 billion in revenue in the second quarter of 2025. In addition to the financial sanction, the European Commission has ordered Google to cease its anti-competitive practices and submit a plan for implementation within 60 days.
The decision comes amid political tensions, as the EU maintains its tough stance against US tech companies despite threats from Donald Trump. "This is the first time European leaders have had to anticipate backlash from the US government for taking action against Big Tech," Whitwam emphasizes. However, it is not the first confrontation between Google and the EU, which has imposed hefty fines on the company multiple times in the past.
